The Transport department of Andhra Pradesh works under the provisions of section 213 of the Motor Vehicles Act, 1988. The AP Transport Department is founded for implementation of the provisions of the Motor Vehicles Act,1988 and Andhra Pradesh Motor Vehicles Taxation Act,1924 (Amended 1993). The rules and regulations framed under these two acts are followed in every city of this state. The Transport Department of Andhra Pradesh is striving hard for the development of transport facilities in this state to offer effective, satisfactory and economic transport services. The transport department of AP is also the major revenue earning department to the Government due to the taxes obtained from the motor vehicles. The Transport Commissioner (TC) primarily manages the transport department in Andhra Pradesh along with the assistance of additional transport commissioners, joint transport commissioners and regional transport officers. In the field, the transport commissioner is supported by 1 joint transport commissioner, 14 deputy transport commissioners, 45 regional transport officers, 2 assistant accounts officers, 206 motor vehicles inspectors and 218 assistant motor vehicle inspectors. To keep mobility safe and comfortable for the public on roads, an effective road transport management system has been established in the state of Andhra Pradesh by its transport department.

Services Offered by Regional Transport Office Andhra Pradesh

Any Regional Transport Office (RTO) across various cities, states or union territories in India have certain sets of functions that they are deemed to carry out. The main functions of an RTO of Andhra Pradesh are three-fold:

  • To ensure that the provisions of all the rules and regulations stated under the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989 and the state motor vehicles guidelines are properly enforced.
  • To levy and collect tax according to the provisions of the Motor Vehicles Act, 1988.
  • To facilitate the development and growth of road transportation by managing respective permits.

In order to comply with the functional requirements mentioned above, all RTOs, including the RTO in Andhra Pradesh, perform the following main activities, as per the vehicles act:

Motor Vehicle Registration

This includes issuing and renewing registration certificates for motor vehicles, transfer of ownership of the vehicle, change in registration details, hypothecation removal and issuing fitness certificate to the vehicle

Mvtc

Motor Vehicle Tax Collection

This includes collection of Motor Vehicle Tax, or Road Tax, as per the Motor Vehicles Act, 1988, conducting any motor department’s action cases and collection of vehicle inspection fee

Idl

Issuance of Driving Licence

This includes issuing a learner’s permit and subsequently a driving licence, conducting driving tests, renewal or duplication of driving licence (in case of loss or theft), issuing licence for driving instructors, conductors for commercial vehicles and for professional motor vehicles driving schools

Vmi

Vehicle’s Mechanical Inspection

This includes vehicle inspection for fitness certification, for giving clearance to accidental vehicles, and validity check for insurance and Pollution Under Control (PUC) certificate

Issuance of Permits

This includes issuing various tourist and transportation permits such as International Driving Permit, inter-state and national permits for commercial vehicles, permits for passenger carrying vehicles and school buses, and All India Tourist Vehicle Authorisation and Permit

It is obligatory to register the new vehicle after purchasing it. A temporary registration number is issued immediately, however, a month is at least required for the issuance of a permanent registration number. Here’s a step by step guide on the complete process of vehicle registration in AP: Submit the application form to the Registering authority either online or offline. Submit the required documents to the Registering authority & pay the appropriate Fee as specified in Rule 81 of CMV Rules,1989. Pay the tax as per Andhra Pradesh Motor Vehicles Taxation Act/Rules. Once the paperwork is complete and the documents are verified, you will then be issued the registration certificate.
To check the status of your registration number in AP, open the official website https://www.aptransport.org/ and click on the “Status of Registration Numbers” tab and submit the required information.
Open the official website of the AP transport department and search for the registration number to check the details of the vehicle owner.
Visit the official website of the Transport Department of AP i.e. www.aptransport.org. Click on ‘Licence’ at the top of the page & from the drop-down menu, select ‘Permanent Licence’. You will be redirected to the page, aprtacitizen.epragathi.org/#!/index. Select Licence on the Home page and click on Fresh Driving Licence. The page will ask you to enter your LLR number. After this, fill the application form and upload the documents mentioned in the previous section & pay the application fee and book a slot for your driving skills test. Visit the RTO to give the driving test. After you have passed the test, your driving licence will be delivered to the registered address.
To get a vehicle fitness certificate in Andhra Pradesh, an applicant needs to submit the application form and fees to the concerned Registering Authority along with the required documents which include Certificate of Registration, Insurance Certificate, Pollution under Control Certificate if the vehicle is more than 1-year-old and Tax payment receipt.
To register your vehicle, you are required to submit these documents: Application in Form 20, Roadworthiness certificate in Form 22 from the manufacturers, Valid insurance certificate, Proof of Address(Ration Card, Electricity Bill), Design approval copy of STA in case Trailer or Semi-Trailer, Original Sales Certificate from the concerned Authorities in Form 21 in the case of Ex-Army vehicles, Pollution Under Control Certificate, Customs Clearance Certificate in the case of Imported Vehicles.
