The RTO in India has been established to ensure that the directives mentioned under the Motor Vehicles Act, 1988 are carried out. Just like every state and union territory in India has a Regional Transport Office (RTO) or a Regional Transport Authority (RTA), Chandigarh too has an RTO, which is a subsidiary of the Motor Vehicles Department. The RTO in Chandigarh has been formulated according to section 213(1) of the Motor Vehicles Act, 1988, which states that “The State Government may, for the purpose of carrying into effect the provisions of the Act, establish a Motor Vehicles Department and appoint as officers thereof such persons as it thinks fit.” The Chandigarh RTO is headed by the Transport Commissioner, and fulfils the purpose of maintaining the database of all motor vehicles registered in its respective city, state or union territory. It also ensures that all the duties and rules mentioned in the Motor Vehicles Act, 1988 are duly followed. The primary duty of the RTO in Chandigarh is issuance of driving licence, registration of vehicles, collection of taxes, issuance of permits and collection of e-challan fines and documentation fee.
