The Transport Department of Delhi has the responsibility of implementing an effective public transportation system in the state. From issuance of driving licence and registering new vehicles to collecting road tax and controlling vehicular pollution, Delhi’s transport department has the authority to carry all vehicle-related activities. The department is also committed to coordinating, monitoring and implementing policies and functions related to transport aspects of Delhi. The Regional Transport Office (RTO) has been established in Delhi under the Transport Department as per provisions of section 213 of the Motor Vehicles Act, 1988. Regional Transport Offices are headed by the Transport Commissioner. Several vehicles run on roads in Delhi every day, thus the Transport Department of Delhi is striving hard for the development of transport facilities in this state to offer effective, satisfactory and economic transport services. Services Offered by Regional Transport Office Delhi

Any Regional Transport Office (RTO) across various cities, states or union territories in India have certain sets of functions that they are deemed to carry out. The main functions of an RTO of Delhi are three-fold:

  • To ensure that the provisions of all the rules and regulations stated under the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989 and the state motor vehicles guidelines are properly enforced.
  • To levy and collect tax according to the provisions of the Motor Vehicles Act, 1988.
  • To facilitate the development and growth of road transportation by managing respective permits.

In order to comply with the functional requirements mentioned above, all RTOs, including the RTO in Delhi, perform the following main activities, as per the vehicles act:

Motor Vehicle Registration

This includes issuing and renewing registration certificates for motor vehicles, transfer of ownership of the vehicle, change in registration details, hypothecation removal and issuing fitness certificate to the vehicle

Mvtc

Motor Vehicle Tax Collection

This includes collection of Motor Vehicle Tax, or Road Tax, as per the Motor Vehicles Act, 1988, conducting any motor department’s action cases and collection of vehicle inspection fee

Idl

Issuance of Driving Licence

This includes issuing a learner’s permit and subsequently a driving licence, conducting driving tests, renewal or duplication of driving licence (in case of loss or theft), issuing licence for driving instructors, conductors for commercial vehicles and for professional motor vehicles driving schools

Vmi

Vehicle’s Mechanical Inspection

This includes vehicle inspection for fitness certification, for giving clearance to accidental vehicles, and validity check for insurance and Pollution Under Control (PUC) certificate

Issuance of Permits

This includes issuing various tourist and transportation permits such as International Driving Permit, inter-state and national permits for commercial vehicles, permits for passenger carrying vehicles and school buses, and All India Tourist Vehicle Authorisation and Permit

To get your RC book from the RTO office, you need to visit your zonal RTO with the following documents: Form 20, Form 21, Form 22, Form 22A, Temporary registration certificate, Valid ID proof, Copy of vehicle insurance, Purchase documents and invoice of the vehicle, Copy of PAN card. Once you submit the above documents, along with the registration fee, your vehicle will be inspected and the officials will take the chassis number imprint. The RTO will then process your application and send across your vehicle’s RC book. In case you wish to apply for a duplicate RC book, you need to submit a copy of the FIR filed for the missing registration certificate, along with the relevant documents, to the RTO.
Yes, the RTO in Delhi is open on Saturdays from 08:30 AM, with the exception of the 2nd Saturday of every month, which is a holiday.
Presently, there are 13 functional zonal RTO offices in Delhi.
In case you have changed your residential address, you have to submit an application to your respective RTO to reflect the change on your driving licence.
The RTOs in Delhi are open from 08:30 AM to 04:30 PM on Monday to Friday and from 08:30 AM to 01:00 PM on Saturday every week. Sundays and the 2nd Saturday of every month are holidays.
A No Objection Certificate (NOC) is required during vehicle re-registration to another state, or when transferring the ownership of the vehicle. To get an NOC from the RTO in Delhi, you need to submit Form 28, supporting documents of the vehicle and pay the fee applicable to obtain the NOC to the office. After the inspection of your documents, the RTO will issue an NOC to your vehicle.
You can get the registration certificate for your vehicle within 7 days from the date of application at the RTO Delhi. You can also check the status of your RC application online on the Parivahan Sewa website.
You can check the vehicle registration application status online in Delhi from the Vahan portal. Open the link, https://vahan.parivahan.gov.in/vahanservice/vahan/ui/appl_status/form_Know_Appl_Status.xhtml and enter the application number to check the status.
For transfer of vehicle ownership in Delhi, you need to present a request for it through Form 29 and 30 to the Registering Authority along with the application fee and relevant documents including vehicle’s registration certificate, NOC, identity card and address proof, vehicle insurance certificate and PUC certificate.
