To manage the transportation in a state as large as Karnataka, the government has instated an RTO that is a subsidiary of the Motor Vehicles Department. As per the Motor Vehicles Act, 1988, each state and union territory in India is bound to have a Regional Transport Office (RTO), or a Regional Transport Authority (RTA). The RTO in Karnataka is tasked with ensuring that all provisions under the Motor Vehicles Act, 1988 are duly implemented and followed. The RTO in Karnataka came into being as per section 213(1) of the Motor Vehicles Act, 1988, which states that “The State Government may, for the purpose of carrying into effect the provisions of the Act, establish a Motor Vehicles Department and appoint as officers thereof such persons as it thinks fit.” According to the Act, the RTO is headed by the Transport Commissioner. For all RTOs in the country, the primary role stands to maintain a comprehensive database of all motor vehicles registered in that particular city, state or union territory, as well as to monitor and enforce the various rules and regulations mentioned in the Motor Vehicles Act, 1988. In the state of Karnataka, the RTO is responsible for issuing driving licence, vehicle permits, travel permits, tourist permits, vehicle registration certificate, collection of road tax, collection of fines and RTO service fee, and taking care of the public transportation system.

Services Offered by Regional Transport Office Karnataka

Any Regional Transport Office (RTO) across various cities, states or union territories in India have certain sets of functions that they are deemed to carry out. The main functions of an RTO of Karnataka are three-fold:

  • To ensure that the provisions of all the rules and regulations stated under the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989 and the state motor vehicles guidelines are properly enforced.
  • To levy and collect tax according to the provisions of the Motor Vehicles Act, 1988.
  • To facilitate the development and growth of road transportation by managing respective permits.

In order to comply with the functional requirements mentioned above, all RTOs, including the RTO in Karnataka, perform the following main activities, as per the vehicles act:

Motor Vehicle Registration

This includes issuing and renewing registration certificates for motor vehicles, transfer of ownership of the vehicle, change in registration details, hypothecation removal and issuing fitness certificate to the vehicle

Mvtc

Motor Vehicle Tax Collection

This includes collection of Motor Vehicle Tax, or Road Tax, as per the Motor Vehicles Act, 1988, conducting any motor department’s action cases and collection of vehicle inspection fee

Idl

Issuance of Driving Licence

This includes issuing a learner’s permit and subsequently a driving licence, conducting driving tests, renewal or duplication of driving licence (in case of loss or theft), issuing licence for driving instructors, conductors for commercial vehicles and for professional motor vehicles driving schools

Vmi

Vehicle’s Mechanical Inspection

This includes vehicle inspection for fitness certification, for giving clearance to accidental vehicles, and validity check for insurance and Pollution Under Control (PUC) certificate

Issuance of Permits

This includes issuing various tourist and transportation permits such as International Driving Permit, inter-state and national permits for commercial vehicles, permits for passenger carrying vehicles and school buses, and All India Tourist Vehicle Authorisation and Permit

There are 66 RTO offices in different cities in Karnataka.
You can easily check your vehicle registration details online through the Parivahan Sewa portal, curated by the Ministry of Road Transport and Highways (MoRTH). On the portal, you can select the ‘Online Services’ tab from the menu bar. There, you need to click on ‘Know Your Vehicle Details’. From there, you will be redirected to a new page, where you can enter your vehicle number and submit the captcha code. You will then get to see all the vehicle registration details there.
In case you need to apply for a temporary RC from the Karnataka Transport Department, you need to submit the following documents: Address proof, Pollution Under Control (PUC) certificate, Form 21, Form 22, Insurance card, Road tax receipts.
To get an NOC from the RTO in Karnataka, you need to submit Form 28, required documents of the vehicle and pay the fee applicable to obtain the NOC to the office. After the inspection of your documents, the respective RTO will issue an NOC to your vehicle.
The RTO offices in Karnataka are open from 10:00 AM to 5:00 PM from Monday to Friday.
You can check and pay your car e-challan online by visiting https://echallan.parivahan.gov.in/, where you can check the car fine by entering the vehicle number, challan number or the driving licence number.
