RTO Form 19: Register To Be Maintained By The Holder Of Trade Certificate
A trade certificate received from the registering authority permits a dealer to be exempt from registering the motor vehicle he or she owns, yet the dealer cannot sell a motor vehicle to another purchaser unless the vehicle is temporarily or permanently registered. A trade certificate holder must maintain a register of all the vehicles he owns and keep note of whenever they leave the premises with all relevant details.
If your trade certificate is genuine and is stolen or lost, you must register a complaint and obtain a copy of the FIR from the local police station. This FIR is required to apply for a duplicate trade certificate. A police report is not required in the case of a damaged or toned trade certificate. The certificate’s damaged remains are sufficient and must be supplied at the time of application.

- Go to https://parivahan.gov.in/
- Click “Informational Services” on the menu tab
- Hover over “Downloadable Forms” in the drop-down menu
- Click “All Form”
- Click on “Form 19” under the vehicle-related category
How to fill RTO Form 19?
For every entry in your trade certificate register you must fill the following information:
- In column 1 you need to fill the date of trade certificate allotment.
- In the following column you need to provide trade certificate number and in case of a registered vehicle, provide the registration number of the vehicle.
- Next, provide a detailed description of every motor vehicle.
- In the next column, mention the purpose for which the motor vehicle has been sent out or brought.
- You must fill in the driver’s name, their license number, and address. You must also mention whether or not they’re the employee of the trade certificate holder.
- You also need to mention the number of hours that the motor vehicle will be leaving the premises of the trade certificate holder.
- You also need to mention the number of hours of return of the motor vehicle.
- Note down the mileage covered by evaluating the difference between columns 6 and 7.
- In column 9, the authorized signatory must sign and provide their designation.
