RTO Form 31: Application For Transfer Of Ownership In The Name Of The Person Succeeding To The Possession Of The Vehicle

When the original owner passes away, the car is sometimes transferred to the successor or legal heir. To validate the transfer, the applicant must submit RTO Form 31 to the Registering Authority. To complete the legal proceedings, you must additionally provide the Financier with a Certificate of Survival or Succession and a No Objection Certificate (NOC). When the car is under a hire-purchase, lease, or hypothecation agreement, candidates must provide two copies of this document. The RTO signs the Form and mails it to the Financier through Registered Mail.

How to fill RTO Form 31?

RTO Form 31 is divided into three sections. The first portion contains the successor’s personal information as well as vehicle statistics; the second section has the Financier’s consent to the transfer of ownership, and the final section contains an official endorsement. A step-by-step guide to completing Form 31 is provided below.

  • Fill in the name of the Registering Authority under whose jurisdiction you want to transfer the vehicle in the upper left-hand corner of Form 31.
  • The registration number, make model, chassis number, and the type of vehicle you want to transfer to your name are all listed in point one. Before filling up these spaces, go over the original registration certificate.
  • Mention the name of the dead registered owner in point 2. To prove your claim, you must provide the original owner’s death certificate.
  • In point 3, write the successor’s name, age, father’s name, and complete postal address. Mention the relationship between the heir of the automobile and the deceased owner in the next box. You must attach proof of your succession from the appropriate authority.
  • Attach your signature and date to the bottom of Part 1 of Form 31.
  • The Financier’s approval is included in the second section of Form 31. If your car is under a hire-purchase, lease, or hypothecation agreement, enter the Financing Company’s full name and complete postal address. Remember to provide the date.
  • The official endorsement is the third section of Form 31. This section does not need the applicant to write anything. The RTO official inserts the reference number, the name of the RTO office, and the date on which the vehicle will be transferred to the new owner.
  • To validate the transfer, the representative of the Registering Authority signs and dates the document. The Financier’s and Registered Owner’s names are included at the end of the Form.
