RTO Form 46: Application For Grant Of Authorisation For Tourist Permit Or National Permit

A national permit is provided to a goods vehicle that has to leave its native state. According to rules 86 and 87 of the Central Motor Vehicles Rule, 1989, a national permit is given for at least four states, including the home state. The age of a goods vehicle should not be more than 12 years, and the age of a multi-axle vehicle should not be more than 15 years, in order to get a national permit. To apply for a national permit for a goods vehicle, the applicant must use Form 46.
The following criteria must be completed for a vehicle to get an All India Tourist Permit (AITP): If the vehicle is a bus, it should be a luxury bus painted white. It should have a blue ribbon 5 cm wide put in the center of the exterior of the bus’s body. The word ‘Tourist’ will be printed on both sides of the car. And it also requires the submission of a duly completed Form 46.

• Go to https://parivahan.gov.in/
• Click “Informational Services” on the menu tab
• Hover over “Downloadable Forms” in the drop-down menu
• Click “All Form” 
• Click on “Form 46” under the vehicle-related category 

How to fill RTO Form 46?

It is rather easy to fill in Form 46. Just follow the steps enlisted below:

• Since the form is addressed to The Registering Authority, you will be required to fill in the address of the registering authority in the first blank of the form.
• In the next section, you need to fill in some personal details, such as your full name as per ID Proof, and the name of your father or husband.
• In the next blank, provide your full address as per address proof.
• After filling in your personal details, you will be required to fill in details about the vehicle you have purchased. The next blank must be filled with the Registration Mark, Year of Manufacture, and Date of Registration of your vehicle.
• Now you must fill in the Engine Number, Chassis Number, and Permit Number in the next few blanks.
• You must now proceed to fill in the gross weight of your motor vehicle, along with the payload/seating capacity of your motor vehicle.
• Then you need to intimate the registering authority the period for which you seek the authorization.
• Complete the form by enclosing a certificate of registration, permit of vehicle, and the bank draft made in favor of the Registering Authority.
• Finish the form by dating the form and adding either your signature or your thumb impression.

Documents needed with Form 46

Before applying for a national permit, you need to have the following documents in place:

• Original registration certificate of the vehicle
• Vehicle’s fitness certificate
• Insurance certificate of the vehicle
• Proof of tax payment to the Home state in the current quarter
• Form 48
• Fee for national permit duly paid
• Demand drafts, made in favor of transport authorities, agreed in respect of other states towards payment of taxes
• Proof of green tax payment (wherever applicable)
